GST E-Invoicing Explained

An IRN is a signature on the invoice, not a second tax
E-invoicing does not create a new kind of GST. It creates a unique number, the IRN, for a document the portal has accepted, and it returns a QR code that carries the signed details. The taxable value, the tax heads, and the GSTINs are still the ones you sent. What changes is that an unregistered document, for a taxpayer who ought to be on the system, is no longer a complete tax invoice.
The portal that does this is the Invoice Registration Portal, not the ordinary return screen. Your software talks to it directly, through a GST Suvidha Provider, or by upload using the offline tool. The path is an implementation choice. The IRN is the legal artefact. Store the IRN against the invoice number in the sales register before the goods or the PDF leave the building.
Who must generate an IRN
Applicability is built from aggregate turnover and from a list of persons who are exempt even when they are large: certain sectors have been kept outside, and the turnover line itself has been lowered in stages. Both facts mean a blog cannot tell you that you are in or out. Use the applicability check and the notification current on the date of the invoice.
Business-to-consumer documents are often outside the mandate even for a taxpayer who must e-invoice business-to-business supplies. Credit notes and debit notes are often inside it. Read the document list rather than assuming “every PDF”. A taxpayer who crosses the line mid-year starts from the effective date the notification states, not from the next financial year by default.
Exemptions are specific
Banks, insurers, goods-transport agencies, and special economic zone units have featured in exemption lists at various times. An exemption for a sector is not an exemption for a trader who sells to that sector. Check the status of the person who issues the invoice. If you are the issuer and you are not named, turnover is the next question. Write the answer, and the date you checked, on the billing-system change request.
What you send, and what comes back
The payload is the invoice: supplier and recipient GSTIN, document number and date, place of supply, line values, tax, and the other fields the schema requires. The portal rejects duplicates, impossible dates, and GSTINs that fail its checks. A rejection is a billing stop, not a warning you file past. Fix the master and resubmit. Do not issue a parallel PDF with a different number just to get a green tick.
On success you receive the IRN and the signed QR. Print or embed them on the invoice the customer sees. Cancellation of an IRN is allowed only inside the window the portal currently offers. After that window, the correction is a credit note with its own IRN, and a fresh invoice if the supply still stands. Do not reuse a cancelled invoice number. The assumes these documents already exist.
The IRN flows toward GSTR-1, and you still match it
Accepted invoices are shared onward so they can appear in the outward statement and, for the recipient, in the inward statement. The share is not always instant, and it is not a reason to skip the register-to-return match. A failed IRN that you later “entered in GSTR-1 by hand” will not agree with a customer who never received a signed invoice. Reconcile IRN, invoice, and GSTR-1 as three copies of one supply.
A billing system that has to learn a new step
A distributor in Surat crosses into the notified class. The next morning the billing tool cannot save a business-to-business invoice unless the IRP returns an IRN. The first rejection is a customer GSTIN with a space copied from a spreadsheet. The second is a document dated outside the window the schema allows. Both are master-data problems the old PDF workflow had been hiding.
The implementer maps the invoice series one-to-one with IRNs, stores the QR, and teaches the desk that a cancelled IRN is not edited in place. Consumer counter sales stay on the old path only after someone has confirmed they are outside the mandate. The same desk later generates an e-way bill from the IRN where the movement needs one. That handoff is described in the . The GSTIN hygiene underneath both is in .
E-invoice and e-way bill are neighbours, not twins
An e-invoice proves the document was registered. An e-way bill proves a movement was registered. A supply can need one, the other, both, or neither, depending on who you are, what you ship, and the value and distance rules in force. Generating an IRN does not by itself move the goods. Generating an e-way bill does not by itself satisfy the e-invoice mandate.
Where the portal lets you create the e-way bill from the IRN, use that path so the value, the GSTIN, and the invoice number cannot diverge. Two independent key-ins of the same invoice are how vehicles carry a document the IRP has never seen, or an IRN the transporter cannot show.
An e-invoice checklist
Turn the mandate on in this order. 1. Decide applicability from the current turnover line and the exemption list, and record the date. 2. Choose the channel: direct API, a Suvidha provider, or the offline tool. 3. Clean customer GSTINs and the invoice series before go-live. 4. Require an IRN and QR on every in-mandate document before it is issued. 5. Cancel only inside the portal’s window; after that, credit-note and reissue. 6. Reconcile IRNs to GSTR-1 for the period. 7. Where goods move, generate the e-way bill from the IRN if that path is open.
A parallel “manual series” for impatient customers is the mistake that undoes the project. The treats the IRN as part of the invoice, not as an IT ticket. The is what you reopen if GSTR-1 and the IRN register drift apart.
Look up the line before you quote it
Turnover thresholds, exempt persons, the cancellation window, and the schema dates change. The Invoice Registration Portal and the GST portal publish the operational rules. CBIC GST publishes the notifications underneath them. Quote neither from memory when you tell a customer you are “not yet covered”.
Keep the applicability note with the billing change. When the line is lowered again, the note is what tells you whether you already crossed it. The portal will not send you a personal letter.
Frequently asked questions
Does e-invoicing replace GSTR-1?
No. The IRN is shared into the return system, and you still file GSTR-1 and reconcile it to the IRN register. A registered invoice that never reaches the statement is still a problem.
Is there one turnover above which everyone must e-invoice?
The line is notified and has been reduced in stages, and some persons are exempt. Check the portal and the notification for the date of the invoice rather than a remembered figure.
What if the portal rejects the invoice?
Do not issue it. Fix the GSTIN, the date, or the duplicate number that caused the rejection, and submit again. A PDF without an IRN is not a completed e-invoice.
How do I cancel an IRN?
Inside the window the portal allows. After that window, correct the supply with a credit note that itself has an IRN, and a new invoice if needed. Do not reuse the cancelled number.
Is an e-invoice the same as an e-way bill?
No. The IRN registers the document. The e-way bill registers a movement of goods. You may need one, both, or neither. Where you can, generate the e-way bill from the IRN so the details match.
Do consumer invoices need an IRN?
Often they are outside the mandate, but the document list is specific. Confirm it for your registration. Do not assume every counter slip must go to the IRP, or that none of them must.
