What the presumptive scheme is substituting
A presumptive scheme lets an eligible person declare income from business or profession as a percentage of turnover or gross receipts, instead of a line-by-line profit-and-loss account in the return. The percentage, the turnover ceiling, and the receipts ceiling are statutory. They have been revised by Finance Acts, including different percentages for receipts through banking channels. This article does not print them. Open the instruction for the assessment year and copy the percentage you are actually allowed to use, with the page beside it.
ITR-4 is the form that carries that declaration for persons the instruction lists, typically a resident individual, a Hindu undivided family, or a firm other than a limited-liability partnership, when no bar applies. If you want the scheme but the utility will not open ITR-4, the bar is doing its job. Move to and compute from books. Selection context is .
Eligibility is a list of nos
Before turnover is even totalled, check the nos. Recent instructions have barred ITR-4 where the person has capital gains the form will not accept, more than one house property, foreign assets, a directorship, unlisted equity, or agency-style commission income the scheme excludes. The bars move. Read this year's list on https://www.incometax.gov.in/. A "yes" on any current bar ends the ITR-4 hypothesis.
Turnover itself must sit within the ceiling, and the books-and-audit consequences of declaring income below the presumptive percentage are their own rule. If you declare less than the scheme's percentage, the Act may require books and an audit even though you started in a presumptive frame. Read that consequence in the year's text before you type a lower figure. are what you will need if you step outside the scheme.
Business scheme and profession scheme are different
The Act provides separate presumptive routes for eligible businesses and for eligible professions, with different ceilings and percentages. A medical or legal practice is not "a shop" for this purpose. Identify which scheme the activity fits, then read only that scheme's numbers. Using the business percentage on professional receipts, or the reverse, is a wrong return that can still look neat.
What still has to be true in the bank
Presumptive does not mean "no records". You still need turnover: invoices, a receipt register, and bank credits that explain the total you declare. Digital-receipt percentages, where the law gives a different rate, require you to split turnover between modes. Keep that split. A single rounded turnover with no invoice list will not survive a question from the processing centre.
Other income the form may still allow
ITR-4 has room for salary, one house property, and other sources when the instruction allows those alongside the scheme. It is not a silent home for a property sale. If a capital gain appears, re-read the bar and expect to move to ITR-3 if the gain is excluded. Regime choice still matters for the non-presumptive slices and for whether you may leave the default regime in a later year. Read the switching rule before you opt out.
Tax deducted by customers is a credit against tax on the presumptive income plus other heads. Match certificates to the tax-credit statement. Do not reduce turnover by the tax deducted. Filing, verification, and the acknowledgement belong to the same sequence as any other return, set out in .
A shop that banked most of its receipts
A resident individual runs a retail counter. Annual invoices fit inside the ceiling you verified this morning on the portal. There is one self-occupied house, no share sale, no foreign account, and no directorship. Most customers pay by UPI, a few by cash. ITR-4 is the hypothesis. Split turnover into the modes the scheme distinguishes, apply the percentage the instruction gives for each mode, and add the slices to reach presumptive income. Keep the invoice total and the bank credit total on the cover sheet.
If the cash-and-UPI split is sloppy, the lower digital percentage is not yours to claim. Use the percentage that matches evidence. If a plot of land was sold in the same year, stop and test the capital-gains bar. A failed bar means ITR-3, with the shop computed either under the scheme's rules where the Act still allows that inside ITR-3, or from books, exactly as the utility permits. Guessing the combination is how begin.
Checklist for an ITR-4 file
Answer before you import prefill. 1. Name the scheme: business or profession. 2. Copy this year's ceiling and percentage from the official instruction into the paper. 3. Total turnover from invoices and reconcile it to bank credits. 4. Split modes if the percentages differ. 5. Walk the bar list: gains, houses, foreign assets, directorship, unlisted shares, excluded activities. 6. If income will be below the presumptive percentage, read the books-and-audit consequence and switch forms if required. 7. Place permitted salary, house, and interest on their blocks. 8. Read the computation, submit, and verify.
Attach the instruction page you copied from, with the date. Next year the percentage may differ, and the old page explains why this year's figure was lawful. refuses a presumptive computation that does not cite the year's percentage source.
Leaving the scheme on purpose
You may be eligible and still choose to compute actual profit, for example because real profit is lower and you are prepared for the books and audit the Act then demands. That choice is ITR-3 territory once the utility says so. Record why you left the scheme, because a later year's opt-in can have its own conditions.
Staying in the scheme with a fictional turnover is not a choice the form is offering. The declaration is a statement of receipts. Build it from bills. The portal computes tax from what you declare and from the year's rates; it does not audit your cash drawer at the moment of filing.
Frequently asked questions
What percentage of turnover do I declare?
The percentage for your scheme, receipt mode, and assessment year is on the Income Tax Department instruction. It changes. This guide does not print it.
Is ITR-4 the same as Sugam?
Sugam is the name on ITR-4. Eligibility is still the current instruction, not the name.
Can I use ITR-4 if I sold shares this year?
Often the form bars capital gains. Read this year's bar. If the gain is excluded, file ITR-3 instead.
Does presumptive income mean I can skip invoices?
You still total turnover from invoices and bank credits. The scheme shortens the profit computation, not the evidence of receipts.
What if my profit is below the presumptive rate?
Read the books and audit consequence for that choice on the portal. It can take you out of a simple ITR-4 filing.
Can a company use ITR-4?
The form is for the persons the instruction names, typically resident individuals, Hindu undivided families, and firms other than LLPs. Companies use the company form.
