Two tests, not one rumour about turnover
People ask for “the” turnover number. There are two families of answers. The first is the general threshold: aggregate turnover compared with the limit notified for the kind of supplier you are and the states you operate in. The second is a compulsory list: some persons must register even when turnover is small, because of what they do rather than how large they are.
A blog that prints one rupee figure is already wrong for someone. Special category states, suppliers of goods, suppliers of services, and mixed suppliers have not always shared a limit, and notifications move the line. Write down which test you are applying, then read the notification effective on that date on CBIC GST. The is the vocabulary; this page is the decision.
Aggregate turnover is a defined sum
Aggregate turnover is an all-India figure for one PAN. You add the value of taxable supplies, exempt supplies, nil-rated supplies, exports, and inter-state supplies of persons who share that PAN. You do not add the GST charged on top. You do not add inward supplies on which you pay tax under reverse charge merely because cash left your bank.
Use the statutory definition in force, not a profit-and-loss total. Accounting revenue can include interest, asset sales, or other items that are not supplies, and it can exclude branch transfers or unbilled supplies that GST still cares about. A one-page bridge from the accounts total to aggregate turnover belongs in the file. If you cannot explain a line, you cannot compare it with a threshold.
What usually goes in, and what usually stays out
Sales of goods, fees for services, exempt supplies such as those you deliberately do not tax, and exports all usually belong in the sum, even though some of them bear no tax. GST shown on the invoice stays out of the sum. A sister firm with a different PAN is a different person. A branch in another state under the same PAN is not a different person for this test, which is why “my state is still small” is not a complete answer.
Compulsory categories ignore the size of the business
The law lists persons who register because of their role. The list has included, in substance, people required to pay tax under reverse charge, electronic commerce operators in specified cases, agents, casual taxable persons, non-resident taxable persons, and persons who deduct tax at source. The exact list is in the Act and the notifications, and it is amended. Read it. Do not rely on a mnemonic from an old class.
Casual and non-resident registrations are time-bound and usually ask for a deposit of estimated tax before supplies begin. They are the right tool for a taxable presence that is temporary, and the wrong tool for a business that has quietly become permanent. When the stint ends, close the registration properly so the return calendar stops.
Inter-state supply is not a slogan
Making taxable supplies from one state to another has long been a reason the law pulls people into registration. Later notifications carved out some suppliers, especially certain service providers and some handicraft sellers, below the general threshold. The carve-out is specific. “I only sell online” or “I only export services” is not, by itself, an exemption. Open the current entry and match it to the supply. explains why inter-state supplies carry a different tax head once you are in the system.
Voluntary registration is a compliance choice
A person who is not required to register may still apply. Buyers who want a GST invoice, and businesses that want to claim credit on their own purchases, often consider it. Once the GSTIN is active, the return, invoice, and payment rules apply as they do for anyone else. Voluntary is about entry. It is not a lighter return.
Leaving is a cancellation application, available when the law allows it, and it is not instant. Until it is accepted, keep filing. If your only reason to register was a single contract, say so in the working paper and diary a review date. The assume you have already made this choice on purpose.
A bakery with two ways of selling
A bakery in Pune sells only across the counter to local customers. A second counter, same PAN, takes orders and sends cakes to clients in other states. The local counter alone might sit under the threshold test for goods. The inter-state counter raises the compulsory question, and both counters’ supplies are added in aggregate turnover because they share a PAN. The owner cannot test only the Pune cash drawer.
If the bakery also lists products on an electronic commerce platform, a third question appears: whether that channel has its own registration rule for the supplier or the operator. Write the three questions on one page, answer each from the text in force, and only then decide. A startup in the same position should keep this page beside the , because company law and GST do not answer each other.
A decision checklist
Work the page in this order. 1. Fix the PAN and list every state in which that PAN makes supplies. 2. Bridge accounting revenue to aggregate turnover and note what you excluded. 3. Identify whether you supply goods, services, or both. 4. Look up the threshold that applies to that combination and those states on the date you are testing. 5. Walk the compulsory-registration list even if you are under the line. 6. If you are under every compulsory test, decide consciously for or against voluntary registration. 7. If you register, file the application against a written reason, not a guess.
Revisit the page when the business adds a state, a new channel, or a new kind of supply. A conclusion from last year is evidence of last year’s facts. It is not a standing exemption. Sloppy entry is also how begin: the GSTIN exists, and the registers do not.
Where the live figure is published
This article refuses to print a rupee threshold. The figure you need is the one in the notification that is effective for your facts, reproduced in CBIC material and reflected in GST portal guidance and FAQs. Read the effective date and the exclusions in the same notification. A press note is a pointer, not the law.
When the conclusion is that you must register, move to the application with the bridge paper attached. When the conclusion is that you need not, store the bridge anyway. Officers and investors ask the same question later. The makes you rebuild this bridge on sample facts so the method survives the next notification.
Frequently asked questions
Why does this article not state the turnover limit in rupees?
Because the limit is set by notification and is not the same for every supplier or every state. Quoting one number would mislead the next reader. Use the notification in force on the day you decide.
Do exempt supplies count toward aggregate turnover?
They usually do. Aggregate turnover is wider than taxable turnover. Exempt and export supplies commonly sit inside the definition even though they may attract no tax. Read the definition before you drop them.
If I am below the threshold, can I still be required to register?
Yes. Compulsory categories exist for specified activities and roles. Being small answers only the general threshold test.
Does a different state branch get its own turnover test?
Aggregate turnover is computed on an all-India basis for the PAN. A small branch does not get a separate threshold if the rest of the PAN is large.
Is selling through an online marketplace always compulsory?
It raises a separate test for the seller and sometimes for the operator. Exemptions have been notified for some situations. Match your channel to the current text.
What should I do the month I cross the line?
Apply from the date liability begins and keep the turnover bridge in the file. Do not wait for a round financial year if the law has already triggered registration.
